Depends on the set up.
That's very much the US set-up: have a General Manager who buys and sells
players, with the Manager effectively being a glorified coach. If they have
a good working relationship then an experienced Manager will have a lot of
input in trade dealings - if not they get what they are given.
But I doubt that is what will happen here.
